Why Paraguay
Paraguay's Dirección Nacional de Migraciones grants permanent residence directly — skipping the ordinary two-year temporary stage — to foreign investors registered through the Ministry of Industry and Commerce's Sistema Unificado de Apertura y Cierre de Empresas (SUACE), under the investor-residency category created by the 2022 migration law (Ley N.º 6984/22). The base route requires a USD 70,000 investment in a Paraguayan business.
In April 2026 the Ministry of Industry and Commerce and the National Directorate of Migration jointly launched the "Paraguay Investor Pass", adding three further permanent-residency investment routes — tourism projects, capital markets and real estate — at higher minimums, while keeping the original SUACE business route in place.
Wealthy Expat's published service includes business-plan preparation and coordination of the residence application for the SUACE route. Approval remains an authority decision in every route.

Qualification

- Sign a sworn declaration of commitment to the investment project and, for the SUACE business route, register the project with the Vice-Ministry of Industry and Commerce.

Government and press reporting describe the physical-presence condition as entering Paraguay only once every three years to keep permanent residency active, with no stated minimum-stay duration per visit.
