Who can apply is set by four rules on the applicant, background and qualification; the checklist lists seven documents. A spouse and minor children can join the same application.

- Demonstrate a proposed contribution to Serbia's economic, cultural or scientific development — business investment and job creation, real-estate development, or innovation, cultural or philanthropic achievement.A financial investment alone, without demonstrable economic or strategic impact, is not treated as sufficient (program source page).
- Provide documentation of the lawful source of all invested funds and evidence of the financial standing needed to fulfil the proposed commitment.
